The aim of this inspection was to gain assurance of the approach taken by Hinkley Point B to declare reactor 3 fuel free.

Key findings, inspector's opinions and reasons for judgement made
For this Inspection a number of defuelling quality plans used to evidence defuelling of reactor 3 were sampled and found to have been adequately completed. This was further verified by plant walk down and sampling of physical keys used to lock off each fuel channel.
Conclusion
I was satisfied from the areas sampled that the approach taken by Hinkley Point B to declare reactor 3 fuel free meets the requirement for compliance with LC25 - operational records. I judge that an overall inspection rating of Green (no formal action) is merited.
