Key findings, Inspector's opinions and reasons for judgement made
Records relating to fuel free verification of Hinkley Point B site and appropriateness of nuclear material accountancy and control were sampled and found to have been correctly completed. This was backed up by physical inspection of supporting plant areas where practical.
Conclusion
I was satisfied from the physical areas, documents and record keeping sampled that the work undertaken by Hinkley Point B to declare the site fuel free meets the legal requirement for compliance with LC25 (operational records) and the Nuclear Safeguards Regulations. Therefore, I judge that an inspection rating of Green (no formal action) is merited. I also judge that from planned compliance inspection activities undertaken in support of fuel free verification for Hinkley Point B ONR can accept the statement that the station is free of all fuel.
