.The aim of the inspection is to test the Emergency preparedness, response and domino arrangements for COMAH major accidents including communication and consultation with the Local Authority

Key findings, inspector's opinions and reasons for judgement made
The areas sampled included on site domino arrangements relating to:
- Policies and procedures
- Collective assessment of risk
- Suitability of control measures
- Emergency arrangements
- Effluent discharge arrangements
- Training and exercising of accident scenarios
The areas of site sampled included:
- The border of site between Springfields Fuels Ltd and F2 Chemicals Ltd.
- Culvert inlet and Deepdale Brook
- The effluent treatment plant (EDC - effluent disposal complex)
Additional
- Discussion with F2 Chemicals Ltd. relating to domino arrangements and consultation.
- The regulatory judgement was based on determining compliance with COMAH 2015 and its associated guidance
Conclusion
Based on the pre-inspection information and the site intervention, I judge that SFL is managing domino arrangements with F2 Chemicals Ltd appropriately.s for the site were significant. there were some minor shortfalls identified SFL captured these in their corrective action programme. The actions will be followed up in our Regular Level 4 engagements. I deem the evidence provided as sufficient to demonstrate compliance with Regulation 24 of the Control of Major Accident Hazard Regulations 2015.
I have assigned a green rating with respect to COMAH compliance.
