Aim of inspection
The purpose of this inspection was to sample evidence of the adequacy of, and the implementation of, EDF Nuclear Generation Limited's (NGL's) Quality Management arrangements (including intelligent customer capability) for the procurement of product from Westinghouse Springfields Fuels Ltd. This informed a regulatory judgement regarding the licensee’s compliance with LC17 and associated relevant good practice. The inspection was undertaken against Licence Condition (LC)17 (Management systems) which requires the licensee to, within its management systems, make and implement adequate quality management arrangements in respect of all matters which may affect safety.

Key findings, inspector's opinions and reasons for judgement made
The purpose of this inspection was to sample evidence of the adequacy of, and the implementation of, EDF Nuclear Generation Limited's (NGL's) Quality Management arrangements (including intelligent customer capability) for the procurement of product from Westinghouse Springfields Fuels Ltd.
This informed a regulatory judgement regarding the licensee’s compliance with License Conditions and associated relevant good practice.
The inspection was specifically undertaken against Licence Condition (LC)17 (Management systems) which requires the licensee to, within its management systems, make and implement adequate quality management arrangements in respect of all matters which may affect safety.
This inspection targeted the application of the licensee's documented management arrangements for the procurement of product from Westinghouse Springfields Fuels Ltd. ONR will sample evidence of the adequacy of those arrangements and evidence of the adequacy of their implementation.
The inspection comprised of a review of relevant documentation supplied by EDF NGL and Westinghouse Springfields Fuels Ltd SFL) in advance of, and during the inspection, plus group discussions with dutyholders, and included;
- Adequacy of quality management arrangements to demonstrate intelligent customer capability associated with the purchase of product from WSF
- Demonstration of the effectiveness of improvements to address quality shortfalls associated with fuel manufacturing.
- Adequate implementation of fuel manufacturing quality arrangements (including through manufacturing quality inspections and final inspection).
- Governance and oversight arrangements (including surveillance activities, criteria for acceptance of product and quality release inspection
I conducted:
- Structured discussions with personnel (from EDF NGL corporate and WSF with support from the quality representatives associated with the specific work samples)
- Examination of relevant documentation, such as procedures.
- Sampling of records.
I concluded from the evidence sampled that the licensee demonstrated that management system arrangements associated with procurement of product from Westinghouse Springfields Fuels Ltd were being adequately made and implemented in accordance with the requirements of License Condition 17.
Conclusion
Overall I was satisfied that within the scope of my sample there are no significant shortfalls against the requirements of License Condition 17 in making and implementing adequate management system arrangements for the procurement of product from Westinghouse Springfields Fuels Ltd. I have therefore rated the inspection ‘GREEN’ (no formal action required).
