Key findings, inspector's opinions and reasons for judgement made
JGC undertakes package and package parts manufacturing for two Transport duty-holders: Sellafield Ltd with respect to cans for the M2 Flask designs (GB/2942 and 2943) ; and NTS for both the GB/3573 design and GB/1648C liners.
I undertook a targeted and proportionate Manufacturing Inspection in line with the IAEA Transport Guidance.
I sampled: JGC's Management System; LTQRs, FATs and concessions; training records; and calibration. I also conducted a walkdown of the facility including stores.
In all aspects I was satisfied that JGC's arrangements met an adequate standard. Advice and guidance was given regarding the importance of closing out actions, and also the periodicity of competency checking.
Conclusion
JGC is a small manufacturing facility and I undertook a targeted and proportionate Manufacturing Inspection in line with the IAEA Transport Guidance.
- I reviewed JGC's Management System document and sampled 3 areas: internal audits; competence; and corrective/preventative actions. Advice and guidance was given regarding closing out actions (in a timely fashion and with a record of evidence) and the periodicity of competency checks (I considered a 6-month review to be too infrequent). Overall, I judged that the management system met an adequate standard for the 3 areas sampled.
- I undertook a walkdown of JGC's facility including stores, and was satisfied that the facility is kept to an adequate standard, and that items are appropriately managed and stored in adequate environmental conditions.
- I reviewed LTQRs, FATs and concessions and was satisfied that adequate records are kept and that adequate procedures are deployed.
- I reviewed a calibration certificate and was satisfied that adequate calibration had been undertaken.
Overall, I was satisfied that JGC had deployed an adequate management system within their manufacturing facility.
