Aim of inspection
The intention of this ONR inspection is to conduct a Licence Condition (LC) 28 asset management inspection at the NRS Trawsfynydd site. The main aim of the inspection is to establish if NRS Trawsfynydd’s arrangements are adequately implemented to detect the onset of equipment and infrastructure degradation which may affect safety, ensuring the organisational capability to adequately manage ageing asset management, the identification and management of obsolescence and the ongoing investment in asset management.

Key findings, inspector's opinions and reasons for judgement made
ONR undertook a Licence Condition (LC) 28 compliance inspection at NRS Trawsfynydd prior to the implementation of the Safe Store Height Reduction project, for which the contract has recently been awarded, as a benchmark for ongoing asset management.
During the one day intervention, ONR inspectors held meetings with various NRS Trawsfynydd personnel on specific matters including asset management arrangements and plant management schedules, undertook a walkdown of the Reactor Building 1, reviewed documents related to asset management, sampled records and evidence of maintenance, and looked at the competency arrangements for personnel responsible for the asset management.
ONR inspectors observed that the sampled assets were maintained and in good condition, with clear ownership. The status quo of the asset condition was clearly evident in the Structural Inspection Database (SID).
ONR inspectors have advised NRS Trawsfynydd that there was a need for a warning system to alert the dutyholder, in the event of future project delays, such as the Safe Store Height Reduction (SSHR), for the EIMT of non-remediated faults.
Conclusion
Based on the discussions held, walkdowns undertaken and reviewed evidence, I judged that there were no major shortfalls against the requirements of LC 28. I also recognised that NRS Trawsfynydd has adequate arrangements in place with suitably qualified and experienced personnel to manage and undertake examination, inspection, maintenance and testing activities as required by LC 28. Further, I noted that following the contract award for Safe Store Height Reduction, NRS Trawsfynydd is in the process of developing a strategy for the inspection due in 2028. This strategy will be completed by the end of year.
Overall, I judged that systems in place to manage the SSCs are adequate and the assets are in a reasonable state of maintenance.
I am satisfied that NRS Trawsfynydd has generally demonstrated good understanding of the LC 28 requirements and that the inspection merits a GREEN rating.

Fe wnaeth ONR gynnal archwiliad cydymffurfiaeth Amod Trwydded (LC) 28 yn NRS Trawsfynydd cyn gweithredu'r prosiect Gostwng Uchder Storfa Ddiogel, y dyfarnwyd y contract ar ei gyfer yn ddiweddar, fel meincnod ar gyfer rheoli asedau parhaus.
Yn ystod yr ymyrraeth undydd, fe wnaeth arolygwyr ONR gynnal cyfarfodydd â gwahanol bersonél NRS Trawsfynydd ar faterion penodol gan gynnwys trefniadau rheoli asedau ac amserlenni rheoli peiriannau, fe wnaethon nhw gynnal daith gerdded o amgylch Adeilad 1 yr Adweithydd, fe wnaethon nhw adolygu dogfennau yn ymwneud â rheoli asedau, samplu cofnodion a thystiolaeth o waith cynnal a chadw, ac edrych ar y trefniadau cymhwysedd ar gyfer personél sy'n gyfrifol am reoli asedau.

Casgliad
Yn seiliedig ar y trafodaethau a gynhaliwyd, y teithiau cerdded a wnaed a’r dystiolaeth a adolygwyd, barnais nad oedd unrhyw ddiffygion mawr yn erbyn gofynion LC 28. Fe wnes i hefyd gydnabod bod gan NRS Trawsfynydd drefniadau digonol ar waith gyda phersonél cymwys a phrofiadol i reoli a chynnal gweithgareddau archwilio, arolygu, cynnal a chadw a phrofi fel sy'n ofynnol gan LC 28. Ymhellach, nodais, yn dilyn dyfarnu'r contract ar gyfer Lleihau Uchder Storfa Ddiogel, fod NRS Trawsfynydd wrthi'n datblygu strategaeth ar gyfer yr arolygiad a ddisgwylir yn 2028. Bydd y strategaeth hon wedi’i chwblhau erbyn diwedd y flwyddyn.
