Key findings, inspector's opinions and reasons for judgement made
We undertake all regulatory inspections with Torness against a strategy defined by our operating reactor's sub-directorate. In accordance with that strategy, a Licence Condition (LC) 11 and Radiation (Emergency Preparedness and Public Information) Regulations 2019 (REPPIR) compliance inspection was undertaken at Torness.
The purpose was for us to inspect and determine the adequacy of implementation of Torness's formal arrangements for compliance with LC 11 and REPPIR 2019.
The inspection was undertaken and rated against published guidance on our expectations, as described in the technical inspection guides (TIGs) and Approved Code of Practice (ACOP), which can be found at Office for Nuclear Regulation (ONR) Compliance inspection - Technical inspection guides and The Radiation (Emergency Preparedness and Public Information) Regulations 2019 Approved Code of Practice and guidance. Specifically, this included NS-INSP-GD-011 and ONR-INSP-GD-064.
Conclusion
On the basis of the evidence sampled before and during the inspection, we identified no regulatory findings representing gaps against relevant good practice.
Based on this, we considered that an inspection rating of Green (No Formal Action) for LC 11 and REPPIR 2019 was appropriate, noting the relevant guidance within our documentation.
