Aim of inspection
The aim of this vendor inspection (VI) was to sample the adequacy of Balfour Beatty Kilpatrickās arrangements, established in its management system, for the supply of nuclear safety related items or services to the GB nuclear industry.
The Energy Act (2013) establishes ONR as the Enforcing Authority for section 6 of the Health and Safety at Work etc Act 1974 (HSWA74). One of the methods ONR utilises to exercise its Enforcing Authority responsibility is to conduct inspections of companies in the GB nuclear supply chain. These inspections are known as vendor inspections (VIs), and ONR coordinates these via the annual VI programme.

Key findings, inspector's opinions and reasons for judgement made
This planned Vendor Inspection of Balfour Beatty Kilpatrick, a subsidiary of Balfour Beatty UK, was undertaken at Balfour Beatty Kilpatrick's premises through face to face engagements with key personnel and through walk downs of the manufacturing facilities. In line with the aim and purpose of the inspection, ONR Inspectors sampled the management system and it's arrangements relating to Balfour Beatty Kilpatrick's:
- Arrangements for securing the competence of staff who provide nuclear safety related services to licensees.
- Supply Chain Management arrangements particularly around:
- their own procurement of suitably qualified and experienced personnel from suppliers to them, and
- their own procurement of other services from contractors that are important to nuclear safety.
Balfour Beatty Kilpatrick provided clear, open and honest explanation and demonstration of the arrangements, evidenced by records and documented information when requested.
I concluded that BBK had adequate arrangements for its supply of nuclear safety related items and services to the GB industry.
Conclusion
I judged that Balfour Beatty Kilpatrick was aligned to relevant good practice in the areas sampled with only a few minor opportunities for improvement. I therefore rate the inspection outcome green in line with ONR-INSP-GD-064.
