Aim of inspection

The purpose of the inspection was to review compliance of A.N. Technology Ltd arrangements for class 7 radioactive material for road transport, covering consignor duties.

Key findings, inspector's opinions and reasons for judgement made

The inspector reviewed a range of topics and identified a number of examples of A.N. Technology Ltd meeting relevant good practice in reducing risk to levels that are ALARP, including appropriate transport documents, Safety Adviser appointments and Dangerous Goods Safety Adviser Annual report.

The inspector identified two areas of non-compliance and discussed these during the inspection. These were associated with the Radiation Risk Assessment for transport and emergency arrangements.

The inspector adhered to ONR’s Enforcement Policy Statement, which in this instance was issue of an enforcement letter due to the non-compliances identified.

This inspection was held virtually via Microsoft Teams.

Conclusion

The inspection findings were presented to A.N. Technology Ltd at the close of the inspection.

I judged an overall inspection rating of Amber was appropriate for this inspection as there were deficient arrangements for compliance with legal requirements.

I adhered to ONR’s Enforcement Policy Statement, which in this instance was issue of an enforcement letter due to the non-compliances identified.

A.N Technology Ltd is required to provide ONR either with evidence that the two identified non-compliances have been resolved, or an appropriate resolution plan with timescales for completion, by 30 November 2024. The non-compliances will be tracked to completion via a level 3 regulatory issue.
