Aim of inspection

The aim of the inspection was to conduct a Licence Condition 26 compliance inspection relating to Operational Standards Inspection (OSI) for early FED retrievals at the NRS Ltd Oldbury site.

Key findings, inspector's opinions and reasons for judgement made

I carried out a LC26 Operational Standards inspection at the NRS Ltd Oldbury site. I reviewed the holistic implementation of the arrangements for LC26 which included elements of LC10, LC23, LC24 and LC36 and was able to establish the “golden thread” in the management system from the safety case to operational instructions to comply with the limits and conditions identified and to ensure sufficient operators were appropriately trained to understand their significance on plant. I established that an adequate safety case had been issued for early FED retrievals which was generated from appropriate fault sequences, the creation of which complied with NRS Ltd.'s management arrangements.

I assessed the supporting operating instructions to ensure there was a direct link from the safety case for the limits and conditions of operations and there was sufficient detail within the instructions to comply with the requirements of the safety case. I was provided evidence that operator training was appropriate to the nature of the hazards operating the plant and that sufficient Suitably Qualified and Experience Persons (SQEP), would be available to conduct early FED retrievals. I interviewed an operator to ensure they were content that sufficient training had been provided to enable them to comply with the requirements of the safety case through appropriate operating instructions.

I then attended the location of the work and found that the requirements of the limits and conditions sampled could be complied with on plant, I also found an adequate level of general housekeeping and steps had been implemented to reduce the conventional health and safety risks to operators. 

Conclusion

It is my opinion from the safety case documentation assessed during this inspection that the management arrangements for the generation of such documentation is adequate, it identifies appropriate limits and conditions for early FED retrievals and these are documented in operating instructions.

It was my opinion that an appropriate nuclear safety baseline was in place and that adequate training had been provided. It is also my opinion that holistically this provides sufficient evidence to ensure compliance with LC26 in appropriately controlling and supervising operations during early FED retrievals.

I therefore concluded that this inspection identified no further matters that may impact significantly on nuclear safety.
