Aim of inspection

The purpose of this inspection is to gain assurance that Magnox Wylfa's arrangements for compliance with LC7 (Incidents on the site) and their implementation comply with legal requirements. The purpose of LC7 is to ensure that incidents on the site are notified, recorded, investigated and reported by the licensee. Organisational learning, including learning from incidents on the site, as well as from other relevant external sources make a key contribution to the continual improvement of any effective safety regime.  This inspection will also include learning from experience to ensure that lessons are learned from internal and external sources to continually improve leadership, organisational capability, the management system, safety decision making and safety performance. Organisations should have effective processes for seeking out, analysing and acting upon lessons from a wide range of sources. Outcomes from the inspection will also be used to inform the Magnox Corporate LC7 inspection taking place week beginning 7 August.

Key findings, inspector's opinions and reasons for judgement made

I obtained assurance that the Magnox Ltd corporate arrangements for compliance with LC7 are adequate and that these corporate arrangements are being appropriately complied with on site.  No significant matters were identified as requiring immediate regulatory attention. The representatives of the licensee had an effective understanding of the requirements of this Licence Condition and of the site arrangements for their implementation. No regulatory issues were raised.  However, regulatory advice was provided.  This advice was discussed with the licensee at the time of the inspection. It was also discussed with the Magnox Corporate Inspector where it related to the corporate arrangements or to the tools provided by the corporate centre to facilitate the site’s implementation of LC7.

Conclusion

The purpose of LC7 is to ensure that incidents on the site are notified, recorded, investigated, and reported by the licensee. Based on the evidence examined it is my judgement that ML is effectively implementing arrangements for complying with LC 7 at the Wylfa site.  I am satisfied that this inspection merits an IIS rating green (no formal action) against LC 7.
