Aim of inspection
The aim of the inspection is to review the readiness of the Chemical Plant, Engineering and Projects and Internal Oversight organisations to implement the changes being proposed under the One Capenhurst change programme. The proposed implementation date is 1 September 2024. The inspection supports the review of a sample of the management of change submissions provided to ONR that support the initial paper of principles for the change, which was submitted in 2022.

The aim of the inspection was to review the readiness of the Chemical Plant Operations, Engineering and Projects and Internal Oversight organisations to implement the changes being proposed under the One Capenhurst change programme. The proposed implementation date is 1 September 2024.
This was a reactive inspection conducted following an ONR review of a sample of the management of change (MOC) submissions provided to ONR to enact the One Capenhurst change. The change programme is complex because of the number of MOC submissions and the number of inter-dependencies between them but this has been managed through a structured approach. I have been kept informed throughout the development of the change programme since December 2022 and this has provided confidence in the change process leading up to the inspection.
During the inspection I interviewed key personnel from the areas sampled and conducted a group discussion with the engineering managers. I examined the actions database. I found that the senior management team had a clear and consistent vision of One Capenhurst. This was less clear for personnel lower down the organisation and I advised that effort should be made to communicate more effectively across the organisation. I found that there was a lack of clarity on the purpose of Internal Assurance under the new structure. I advised that this should be an area of focus for the implementation.
I judge that from the sample of documents and the database examined and interviews conducted that the One Capenhurst change programme is ready to commence on the 1 September dependent on a successful readiness review by URENCO under its own arrangements. I have therefore rated this inspection as Green.
