Aim of inspection

Licence Condition (LC)28 requires the licensee to make and implement adequate arrangements for the regular and systematic examination, inspection, maintenance and testing of all plant which may affect safety. For any plant or process that is shut down for the purpose of enabling these activities, LC30 requires ONR to provide consent before said plant or process is started up again.
The aims of this inspection were:
  1. To provide regulatory confidence in the implementation of the Torness Reactor 1 Outage Intentions Document in relation to structural integrity.
  2. To provide evidence to inform the ONR decision relating to the issue of a Licence Instrument for a Consent for return to service of Reactor 1 at Torness on completion of the work undertaken during the outage.

Key findings, inspector's opinions and reasons for judgement made

For this inspection I sampled Pressure Systems Safety Regulations (PSSR) inspections, reactor/boiler internal inspections, Flow Assisted Corrosion (FAC) inspections, hangers and snubbers inspections, gas circulators inspections and materials and weld inspections including feedwater valves. I also carried out a walkdown of relevant systems and covered the topics of the decay heat removal system and gas bypass system alongside ONR Chemistry inspectors. 
 
I was satisfied with the experience demonstrated, processes referenced and judgements made by station in relation to LC 28 from a structural integrity perspective and I judge that the station were compliant with their arrangements to meet LC 28 during the time of the inspection. 
 
During the inspection, I noted some aspects which will considered in more detail in the assessment report including the implications of the Boiler Inspection Manipulator failure, remediation of high priority hanger defects, proposed gas circulator inspection changes and the investigation into feedwater valve conditions at Torness.

Conclusion

I judged the site demonstrated compliance with LC28 during the activities sampled during our site visit, I have therefore rated the inspection green.
