The aim of this inspection was to examine the licensees arrangements for the control of de-planting and decommissioning the various facilities on site, and to examine how those arrangements are implemented.

Key findings, inspector’s opinions and reasons for judgement made
I judged the adequacy of the GE HealthCare Ltd.’s Amersham site arrangements and their implementation against the expectations associated with Licence Conditions (LC) 26 (Control and Supervision of Operations) and LC35 (Decommissioning). The inspection was devised to examine how the dutyholder controls de-planting and Post-Operational Clean Out (POCO) operations in the various buildings that remain on the site, with a particular focus on how the dutyholder implements their arrangements at the place of work.
GE HealthCare Ltd has adequate arrangements for the control and supervision of the decommissioning activities that it is undertaking at site. Despite the area for improvement that I identified in the formalisation of Suitably Qualified and Experienced Personnel (SQEP) demonstration for certain activities, I was content that SQEP operators were undertaking the work that I sampled.
Conclusion
Overall, from the evidence I sampled during the course of this inspection, I consider that GE HealthCare Ltd has adequate arrangements for the control and supervision of the decommissioning activities that it is undertaking. Despite the area for improvement identified in the formalisation of SQEP demonstration for certain activities, I consider that a rating LCs 26 and 35 of green (no formal action) to be warranted for this inspection. I will track progress of this via a Level 4 issue and through routine regulatory interactions.
