Subject(s) of inspection
- LC 11 – Emergency arrangements – Rating: GREEN
Key findings, inspector’s opinions and reasons for judgement made
The purpose of this intervention was to judge the adequacy of the revised Hinkley Point B emergency exercise schedule which has been produced based upon the reduced hazards associated with a defueling station in response to the level 4 regulatory issue 11307.
Prior to the inspection I reviewed the draft corporate exercise strategy paper for defueling sites, the exercise matrix for Hinkley Point B and an accompanying rationale for this matrix provided by EDF. I also sought comments from the ONR lead inspector for EDF emergency arrangements and the ONR site inspector for Dungeness B.
Conclusion
From the areas sampled I judge that Hinkley Point B has produced an adequate exercise matrix identifying the relevant hazards and associated fault sequences for a defueling station and meets the legal requirement for compliance with LC11 – emergency arrangements. I therefore consider that an inspection rating of Green (no formal action) is merited. Whilst I consider the station approach to be relevant good practice for compliance against LC11, I judge that the matrix should be supported by a justification for the exercise scenarios identified to be tested in the subsequent year(s). I will therefore record action 1 of regulatory issue 11307 as complete but raise an additional action for the station to provide this justification by the end of November 2023.
