Key findings, inspector's opinions and reasons for judgement made
An inspection was carried out to sample the following as described in NS-INSP-GD-069, Compliance Inspection of Transport Arrangements in the Nuclear Sector.
- Management Systems
- Training and Competence
- Emergency Planning and Testing
The following views were formed:
- For the three thematic areas sampled, LLWR Repository Ltd is currently a competent consignor and consignee of Class 7 Dangerous Goods.
- for the Transport purpose as described in the Energy Act 2013, unless new information comes to light there is no need to revisit the site in the next five years.
Conclusion
I believe from the evidence presented to me on the day and in various email exchanges, that LLWR currently has competent control over its transport processes.
I believe the personnel I met on the day are competent.
I do not think that the material LLWR are currently consigning requires the need for an emergency plan as described in Schedule 2 of The Carriage of Dangerous Goods and Use of Transportable Pressure Equipment Regulations 2009. However, they must be mindful of the duties created by the Ionising Radiations Regulation 2017. Also of public perception if a package labelled as Class 7 dangerous goods is immobilised for a period of time in public areas.
Referring to the RAG rating scheme that ONR currently uses, I believe that the processes and practice I saw on the day are ‘Green’.
I will be recommending that, for the Transport purpose as described in the Energy Act 2013, unless new information comes to light there is no need to revisit LLWR Repository Ltd for transport purposes in the next five years.
