Executive summary
Purpose of Intervention
The purpose of this intervention was to ensure that Cyclife Ltd Metals Recycling Facility (MRF) is:
- Demonstrating compliance with the requirements of LC28 Examination, inspection, maintenance and testing (EIMT).
- Demonstrating compliance with the life safety requirements of the Regulatory Reform (Fire Safety) Order 2005 (FSO).
Interventions Carried Out by ONR
This inspection assessed arrangements to support both LC28 and Life Fire Safety and sampled the implementation of those measures on site. Compliance was assessed using relevant ONR inspection guidance. This inspection consisted of: examination of the licensee’s arrangements, meetings to assess implementation and management of LC28, and fire safety. A site walkdown was conducted to review key assets pertaining to fire safety.
Key Findings, Inspector's Opinions and Reasons for Judgements Made
I sampled the licensee’s LC28 examination, inspection, maintenance and testing arrangements, how they have been implemented, and consider them adequate and in compliance with LC28 requirements.
I examined the licensee’s Life Fire Safety arrangements, how they have been implemented and consider them to be adequate and in compliance with the Regulatory Reform (Fire Safety) Order 2005.
Conclusion of Intervention
I am content that the arrangements made under LC28 and the Regulatory Reform (Fire Safety) Order 2005 are adequate and implemented appropriately for the licensee’s activities.
